Who is Bradley Burbank?

Everybody seems to know Bradley Burbank, a local known for throwing wild parties. Everyone, except Carter that is. No matter who Carter seems to ask, he can't get a consistent answer on who Bradley Burbank is, and the deeper Carter digs, the more he questions if he's looking for Burbank or looking for himself.
